When a page hasn't been published yet, the "Unpublish" command doesn't appear when right-clicking a page in the tree. This is expected behavior, so surely the "Browse Published Page" should be removed as well.

I'm considering removing both of the browse buttons and just have a simple "View in Browser" (which shows unpublished by default) and then have a low key in-browser button to go to/from "published only" (when toggle is available).
The current concept of two buttons is a bit messy.
