Its def. not datastore related the problems you're having. Xml templates are only stored in Composite.Data.Types.IXmlPageTemplate_Published.xml. Default there is an .xml file being created in ~/App_Data/PageTemplates. Have you made sure to copy this file as well?


Also, you should never copy Composite.Data.Types.ILockingInformation_Published.xml or Composite.Data.Types.IFlowInformation_Published.xml between dev and production - these are related to keep track of what the C1 Console is doing, what tabs are open and so on.
