So, now everything looks alright creating the blog.
Unfortunately problem is still there.
I tried changeing locale to English (US) following this guide: http://windows.microsoft.com/en-us/windows7/change-the-system-locale
However I dont know if that´s all there is to it?
Changing the above setting didn´t unfortunately fix the problem.
Looking at C1 Reginal settings and language it is set to

Can you describe the specific steps you took when implementing a blog on your site? Where and how?After your answer I deleted the blog page and created a new one. Same result. The problem was that I had a own page template with differently named placeholders. Thats why I didn´t get the Renderer, Tags and Archive functions. Changing the page template on the blog page fixed that.
