Created Unassigned: Block Selector Absent in IE 10 [1738]

I posted this [question earlier](https://compositec1.codeplex.com/discussions/450035).

Since then I've discovered that the Block Selector is visible in Firefox but not visible in IE 10.

This is apparently therefore a bug.
