I have seen that there are several packages to manage login in Composite.
The unique that it is free is OpenID, which uses 3rd party providers like google, yahoo, linkedin, etc.
Others save the configuration locally in the same CMS, like Extranet basic, but are payment options.
There is any free login packages that works locally and don't use 2rd party providers?

If you are handy with ASP.NET you should be able to use std. ASP.NET extranet features like Membership provider.
To interface with Composite C1 at a low level (to get complete page/media access control) look at http://api.composite.net/html/T_Composite_Core_WebClient_Renderings_Plugins_RenderingResponseHandler_IDataRenderingResponseHandler.htm
