This sounds great - I'm glad to see community step up like this!
A native forum would be a great start, since one hasn't been built yet. We do have an XSLT based blog online and will be publishing a Razor based version soon, so a forum is definitely what is missing most right now.
For a native forum I'm sure http://discourse.org/ is a great inspiration - at least these guys are trying to "fix" Internet discussion forums as their stated goal.
As for development guidelines here are my suggestion in broad terms:
* Use Composite C1 4.0 and use the new features there
* Use C1 Data Types to host data
* You can start by using dynamic data types (created on Data | Global Datatypes)
* It makes sense to make these data types "static" (C# code based) at some point - your call
* Use Razor Functions for Views
* Collect the bulk of your C# code in a custom assembly - this is also where you would put the code for static data types at some point
* Use the 4.0 Starter Site Open Cph as design frame - Twitter Bootstrap based. Use default Twitter Bootstrap classes / conventions when possible
* Consider mobile clients when building this - refrain from using html tables when possible etc.
