I found the users and groups within the System perspective.
Was this a design decision to move it into there, or is this a bug?

Server log shows no issues. It is a fresh install also. Literally just finished the set up and couldn't find the users perspective.

Oki, thanks for the update.
Another question regarding this.
When I tried to unassign the 'Administrators' group from the first user I created (I created another custom group representing my company name rather than the generic 'Administrators') it wouldn't let me. It complained that I could not remove the 'Users Perspective' from the user - this is strange for two reasons: Firstly; the 'Users Perspective' does not exist, and secondly; the second group I created and assigned to the user had all the rights and perspectives added to it.
Again, I am not completely aware of the intentions and implications of your merging the Users Perspective into the System Perspective, but this felt a bit strange.
