Playing local-hosted video is a whole separate industry by itself and i'll highly recommend using 3rd party hosing solutions like Vimeo to store and play your video.

If you insist on handling it all by yourself these are just a few of the things to consider
  • Is your video stored in all the different formats required to play on all target platforms and browsers?
  • Is the video stored in different bit rates to handle users sitting on both high speed and mobile networks?
  • Do you have a player which can play the video in browsers that either doesn't support Flash or Html5?
https://www.jwplayer.com/products/jwplayer/ is a popular player designed for playing locally stored videos and supports both Flash and Html5. As you can see here though, in worst case, you need to handle lots of different file formats and codecs https://support.jwplayer.com/customer/portal/articles/1403635-media-format-reference. Something which in most cases is easier to let ie. Vimeo worry about.
