I know i can write everything by hand if i want, my point is that the OP wants to use DataTypePackageFragmentInstaller and DataTypePackageFragementUninstaller and you haven't managed to give any yes or no answer to whether that's possible. If its not possible, then clearly say so and give a complete example of how the same goal is achieved in some other way.
