3 years later(!) and working on a different website I have rediscovered my post above while trying to figure out why Preview was not working after deploying to the Live server on IIS7. This old topic gave me the clue I needed to fix this.
Checking the Application Pool on the new hosted web space revealed it was set for ASP.NET 4.0 but was not set to use Integrated Pipeline mode.
Stopping the pool and the site in the shared hosting control panel, changing to Integrated mode, then restarting them again and voila, the Preview screen works correctly.
That annoying little "~" tilde character.
I had taken the time on my Dev machine running IIS7 to ensure Integrated Pipeline mode was used, but had just assumed this was set on the new web space!
I should have double-checked.
