New Post: Removing Composite Dashboard Folder From Live Site ?

In 4.0 when deleting the ~/Composite folder and editing the C1ConsoleAccess.xml 'enabled' to false I am getting the following error in the browser in local testing:

Missing file '~/Composite/webauthorization.config

Any ideas ?
