I can reproduce it but:
As far as I know text and tags should be placed within <li></li>,
which in turn should be placed within the list tags (<ul></ul>, <ol></ol>)

I can reproduce it but:
- I am wondering why you are not using the built-in unordered list button on the Visual Editor's toolbar. It does a pretty much good job. :)
- I am not sure if this kind of format setup is supported.
What are you going to achieve here? Something like:
