Commented Issue: Can't export Razor and Master Page based templates with Package Creator [1749]

__Repro__:
1. Have a v. 4.0 website with Razor, Master Page and XML templates
2. Add templates of all the 3 types to the Package Creator
3. Download the package
4. Check the package's contents

__Expected__: The templates of all the types are added
__Actual__: Only XML based templates are added, Razor and Master Pages are missing.
